The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is a result of the political track of the Comprehensive Agreement on the Bangsamoro (CAB), the peace agreement between the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF). The BARMM government has been working with the national government and other partners to implement the BOL, the basic law that provides for the creation of the BARMM and its basic structure of government, and to address the challenges of the COVID-19 pandemic and the transition period.

The report analyzes the achievements and challenges of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) established in 2019 as part of a peace agreement to end the conflict between the Philippine government and Moro secessionists. It also discusses the need for international support from the United States to help the BARMM confront future threats and challenges, such as intra-Moro competition and militant groups.

The Bangsamoro peace process in the southern Philippines, while successful in many respects, is hitting obstacles at a critical moment. The law amends Philippine Republic Act No. 11054, better known as the Bangsamoro Organic Law, that had formally created the new autonomous entity in the southern Philippines in early 2019, providing for a three-year interim period before holding the BARMM's first parliamentary elections that would formally mark the end of the transition.

The normalization track of the Bangsamoro peace process involves the decommissioning of 40,000 Moro Islamic Liberation Front (MILF) combatants and their firearms, as well as their transformation to civilian and productive members of society through the provision of socioeconomic development programs and other peace dividends, extending to their families and communities.

The article discusses the challenges and delays of the normalization process in the Bangsamoro Autonomous Region, a new Muslim Mindanao entity created by the 2014 peace deal between the MILF and the Philippines government. It explains how COVID-19, socioeconomic issues, and security measures have affected the peace process and its implementation. It also discusses the risks of frustration and violence among ex-combatants and civilians.
